Kevin Jennings
Kevin Jennings is the President of Noon Real Estate and brings over 15 years of experience in the commercial real estate industry as well as a well-rounded, commonsense approach to the development business.
In his role at Noon Real Estate, Kevin is focused on retail and mixed-use redevelopment opportunities, ground-up development opportunities and public-private partnerships. Kevin brings tenacity and vision to every project, from concept to completion.
Prior to forming Noon Real Estate, Kevin spent five years at The Hutton Company as a Development Partner, where he and Jamey’s team developed nearly 1.4MM square feet of ground-up retail, representing over $243MM in capital investments and over $64MM in public-private partnerships. Prior to The Hutton Company, Kevin spent four years with Tanger Outlets in Greensboro, NC, concluding in the role of Sr. Director of Development, and four years with Taylor Long Properties in Richmond, VA, last serving as their Vice President.
Kevin earned his B.A. in Economics from the University of Virginia and a M.B.A, with a dual concentration in Real Estate Finance and Real Estate Development, from the University of North Carolina’s Kenan-Flagler Business School.

Jamey Flegal
Jamey Flegal is a 30-year shopping center and single-tenant leasing and development veteran experienced in overseeing projects across the US.
In his role at Noon Real Estate, Jamey is responsible for sourcing and overseeing new development and redevelopment opportunities for the company. Jamey brings with him a passion for development and a dedication to meeting and exceeding client expectations.
Prior to forming Noon Real Estate, Jamey spent six years at The Hutton Company as a Development Partner, where he and Kevin’s team developed thirteen projects representing nearly 1.4MM square feet of ground-up development. Jamey began his career with CBL & Associates, where he spent 14 years leasing and developing open-air shopping centers.
Jamey is a graduate of the University of Georgia where he earned a B.B.A. majoring in Economics.

Todd Phillips
Todd Phillips is a financial professional with over 16 years of investment experience. He founded Wealth Preservation Advisors, and he is President of Noon Management, a private equity investment firm. The companies specialize in various industries including business strategy and consulting, wealth management, capital investing, real estate development and health care.
Prior to the formation of Noon Management and Wealth Preservation Advisors, Todd spent 13 years at Morgan Stanley. He joined the Memphis firm as a financial advisor and spent three years in that role and two years as Memphis sales manager. He then moved to Chattanooga to become Southeast area sales manager and was quickly promoted to branch manager and vice president.
Todd earned his Bachelor of Science degree in managerial finance from the University of Mississippi. He also holds numerous licenses and designations within the financial services industry.
Drew Herndon
Drew Herndon brings nearly a decade of experience in development, construction, and capital project management across the hospitality, multifamily, healthcare, and mixed-use sectors.
In his role at Noon Real Estate, Drew supports the sourcing, planning, and execution of development and redevelopment projects for the company. He brings a detail-oriented approach to project management, along with a strong background in construction operations, budgeting, and schedule coordination.
Prior to joining Noon Real Estate, Drew served as Director of Development Operations at MCR Hotels, where he managed a $145 million renovation portfolio comprising 22 active hotel projects across multiple national brands. In that role, he oversaw budgeting, scheduling, capital deployment, and coordination with ownership groups, lenders, and brand representatives, including Hilton, Marriott International, and Hyatt Hotels Corporation.
Earlier in his career, Drew worked with Stone Building Company and BL Harbert International, where he managed and supported the construction of multifamily, hospitality, healthcare, and resort developments throughout the Southeast and across the U.S.
Drew is a graduate of Auburn University, where he earned both a Master of Business Administration and a Bachelor of Science in Building Construction.
Sam Rutledge
Sam Rutledge serves as Assistant Project Manager for Noon Real Estate, where he supports the company’s real estate development projects and assists with project planning, coordination and execution.
Before joining Noon Development, Sam gained professional experience with Unum in Chattanooga as a Scholar Intern in the Client Success Department, where he handled financial and non-financial transactions and supported policy administration. He also brings previous experience in retail and customer service, where he developed skills in team leadership, employee training, financial reporting, and client relations.
Sam earned his Bachelor of Science in Business Administration from Texas Christian University’s Neely School of Business in 2026, with majors in finance and accounting. While at TCU, he completed projects focused on business strategy, technology, marketing and investment management, including an investment portfolio simulation in which he achieved one of the top five portfolio growth rates in his class. A Chattanooga native, Sam is a graduate of McCallie School.
John N. Foy
John Foy is Chairman, CEO and owner of Noon LLC, and Chairman of Noon Management, LLC, an investment company headquartered in Chattanooga, Tennessee.
From 1999 to 2012, John served as Vice Chairman of the Board of Directors and Treasurer of CBL & Associates Properties. He served as Director and Chief Financial Officer of CBL from the completion of its initial public offering in November 1993. From 1993 until 1999, he served as Executive Vice President–Finance, Chief Financial Officer, and Secretary. He resumed the role of Secretary from 2010 to 2012. John was a member of the executive committee of the Board of Directors.
Upon his retirement from CBL in 2012, John formed a group of companies specializing in various industries including business strategy and consulting, wealth management, capital investing, real estate development, restaurants, beverage businesses, and health care.
John received his Bachelor of Science degree in history from Austin Peay State University and a Doctor of Jurisprudence degree from the University of Tennessee.
Miles Dexter
Miles Dexter is a Real Estate Manager at Noon Real Estate with expertise in financial analysis, commercial retail development, leasing, and real estate operations. His background in both accounting and development provides a unique perspective that supports the successful execution of retail real estate projects from underwriting through implementation.
In his role at Noon Real Estate, Miles is responsible for financial analysis, development management, lease administration, small shop leasing, outparcel sales, and investment sales coordination. He focuses primarily on commercial retail properties and works closely with tenants, buyers, and project stakeholders to advance development and redevelopment opportunities across the company's portfolio.
Miles joined the Noon Family of Companies in 2020 and spent four years at Lighthouse CFO Group, Noon’s accounting and consulting arm, ultimately serving as Senior Real Estate Accounting Analyst. During that time, he developed extensive experience in real estate accounting, portfolio analysis, and financial reporting. He transitioned to Noon Real Estate in 2024, where he leverages that foundation to support the company's growing retail development platform.
A Chattanooga native, Miles graduated from the University of Tennessee at Chattanooga with dual Bachelor of Science degrees in accounting and finance and holds the Certified Management Accountant (CMA) designation.
Outside of his professional responsibilities, Miles enjoys spending time outdoors with his wife and daughter and taking advantage of the natural beauty of the Southeast. An avid musician and language enthusiast, he speaks several languages, plays multiple instruments, and can occasionally be found playing gigs around town.
Carter Eaves
Carter Eaves brings a strong background in accounting, financial analysis, and real estate strategy to Noon Development. As a licensed CPA, he supports the company’s financial operations and real estate portfolio, including budgeting, acquisitions, and dispositions.
Prior to joining Noon Development, Carter began his career at regional accounting firm Mauldin & Jenkins, where he specialized in audit services for banks, local governments, and employee benefit plans. His accounting and financial analysis experience provides a strong foundation for evaluating investments and navigating complex financial decisions across Noon’s real estate portfolio.
Carter earned his Bachelor of Science in Accounting from the University of Tennessee and his MBA from the University of Tennessee at Chattanooga. He is a member of the Tennessee Society of CPAs and has been involved with the Rotaract Club of Chattanooga.
A Chattanooga native, Carter lives in Hixson with his wife. Outside of work, he enjoys playing tennis and cheering on the Tennessee Volunteers.
